"Basis", a Russian software developer for managing dynamic IT infrastructure, and T2, a Russian mobile operator, launched the country's first domestically produced telecom cloud. Now, T2's PCRF (Policy and Charging Rules Function) operates on the Basis Dynamix domestic virtualization platform.

The project started in mid-2025. Technical specialists from T2 and "Basis" integrated the Basis Dynamix platform with data storage systems and adapted the hypervisor for the clustered architecture of network functions. The teams also optimized the solution's resource intensity: instead of the standard deployment of dedicated security modules for each cluster, specialists configured a single protection node for the entire site. This significantly reduced T2's need for network equipment.

After foreign vendors left the market, the mobile operator market lost specialized infrastructure software. T2 conducted a market audit for several years. When choosing a solution, the operator focused on core performance and fault tolerance. The Basis Dynamix platform became the technical foundation. The flexible architecture of the solution allowed engineers to adapt processes to the requirements of telecom infrastructure and directly integrate specific traffic management mechanisms necessary for stable mobile network operation.

In 2026, "Basis" will complete the preparation of infrastructure in 10 more T2 data centers – this will allow the operator to scale the PCRF function to all regions of presence. The created technological base will enable the phased transfer of other network components to domestic software in accordance with regulatory requirements.

"Before the start of this project, there was no practical experience in the Russian market of using domestic enterprise platforms as a telecom cloud. The requirements of communication operators fundamentally differ from the demands of corporate business. We had to ensure full redundancy of all components without exception and integrate specialized hardware traffic acceleration mechanisms. Together with T2 engineers, we virtually reinvented the architecture of our platform's deployment, finding a balance between strict information security requirements and the need to save hardware resources for control nodes," commented Ivan Ermakov, Commercial Director of "Basis".

"Historically, we solved infrastructure problems by purchasing integrated communication nodes, but today we have moved to independently building an IT landscape based on independent software components. The main challenge was optimizing the new software stack: we needed to achieve high network performance indicators with rational use of hardware resources. Over several years, we conducted a large-scale revision of architectural standards and, during the project, effectively adapted the platform to business needs together with the vendor. The successful launch in St. Petersburg proved the reliability of our chosen approach," noted Alexey Dmitriev, Deputy General Director for Technical Infrastructure at T2.
