When it comes to import substitution in critical infrastructure, promises and pilots are usually heard. Here is a working system that daily collects readings from 1.2 million smart metering devices in 12 energy sales and grid organizations across the country.

The project of the intellectual electricity metering system of the RusHydro Group won the XVII Fyodor Pryadunov Prize “Best Digital Solutions for the Fuel and Energy Complex” in the nomination “Best Project Using Virtualization and Cloud Technologies”. Its software core was built by Basis, the largest Russian developer of dynamic IT infrastructure management software (part of RTK-TSOD Group), together with partners — the communication operator MegaFon and the IT company ASTEK (part of Systems and Technologies Group).
What the system does
Metering devices automatically transmit readings to a unified digital environment. Consumers see their energy consumption in their personal accounts, and energy companies use the same data to control the energy balance, reduce losses, and improve payment discipline — meaning the system works for both the client and the network economy simultaneously. By 2030, the number of connected devices is planned to reach 2 million, and the architecture is initially designed for such growth.

How the stack is structured
Basis, as a technology partner, formed the software core of the project based on Basis Dynamix Enterprise and Basis Virtual Security. The first platform is responsible for virtualization and infrastructure management, the second for its protection. The solutions are deployed in MegaFon GCloud with redundancy in three geographically distributed Tier III data centers: technical work is carried out without system downtime, and the risk of interruptions during reporting periods — when a failure is most costly — is minimized. The application layer is built on the Russian platform “Piramida 2.0” by ASTEK, which provides automated energy resource accounting and device lifecycle management. The result is a unified domestic technological circuit from the device to the personal account, ready for replication to other energy companies and housing and communal services facilities.
Why this recognition is significant
The Fyodor Pryadunov Prize was established by the ComNews information group and is awarded for projects involving the development, implementation, and support of digital solutions for the fuel and energy complex. In 2026, the competition was held for the seventeenth time. Projects were evaluated based on technological complexity, significance for the enterprise and industry, efficiency, and scalability; the jury included editors and observers from ComNews.ru, the “Digital Economy” portal, and the analytical agency ComNews Research.

Infrastructure for critical systems
Basis solutions are included in the register of Russian software, certified by FSTEC of Russia at trust level 4, and applicable in GIS up to security class 1, ISPDn up to level 1, and at CII facilities up to category 1 of significance — which is why they form the basis of systems where failure is measured not in hours of downtime, but in millions of subscribers. According to iKS-Consulting, Basis occupies 19% of the dynamic IT infrastructure management software market and 26% of the virtualization software segment in 2024, and the Basis Dynamix platform is a leader in CNews, TAdviser, and Kompyuterra ratings for 2025.
