Starting September 1, 2026, participants in cargo transportation in Russia must process shipping documents electronically. According to the Ministry of Digital Development, Communications and Mass Media, the Gosklyuch application can be used to sign them. The solution allows documents to be certified from a smartphone without the need to be in the office.
The new rules apply to shippers, carriers, freight forwarders, and consignees. They must work with electronic documents through accredited operators of the electronic shipping document information system.
Transport waybills for road and rail transport, air cargo waybills, orders and applications, as well as freight forwarding and warehouse receipts and instructions to the freight forwarder are mandatorily converted to electronic format.
Gosklyuch is already integrated with the services of 10 out of 16 operators of the IS EPD. To sign a document, you need to generate it with the operator, select the appropriate electronic signature method, and confirm the action in the Gosklyuch application or via Gosuslugi.
An enhanced qualified signature is provided for company executives, individual entrepreneur drivers, and a number of employees. Hired drivers, mechanics, warehouse workers, and other employees without constant computer access can use an enhanced unqualified signature.
