Today, July 22, 2025, the bill was adopted in the second and third readings. Before the law comes into force on October 1, 2026, it must still be approved by the Federation Council and signed by the President of Russia.
The law defines basic concepts, including "platform economy", "digital platform" and "intermediary digital platform" (IDP). The explanatory note indicates that the provision of access to digital platforms should be based on the principles of equality and non-discrimination, and compliance with the requirements of Russian law.
The register of IDPs will be maintained by the federal executive body authorized by the government. As previously reported, marketplaces, food delivery services, taxis and services are classified as IDPs. Such platforms will not be allowed to offer unregistered medicines and medical devices, as well as unregistered pesticides and agrochemicals. The government may expand the list of requirements.
In addition, the law regulates the provision of discounts on goods, prohibits manipulation of search results, and so on.
