Alexey Kalinin, Chairman of the Board of Directors of Aquarius, member of the Coordinating Council and Chairman of the Business Russia Committee on IT and Computer Technology, spoke at the plenary session of the Forum with a proposal to limit the parallel import of a number of computer equipment items, and also spoke about the need to support the production of printed circuit boards.

The Forum was attended by Deputy Head of the Presidential Administration of the Russian Federation Maxim Oreshkin, heads of federal ministries, governors of regions that are part of the AIIR, and entrepreneurs of Business Russia.

The event was moderated by Alexey Repik, Chairman of the All-Russian Public Organization Business Russia. In his opening speech, he noted that a package of national technological leadership projects is being prepared for launch in areas that are strategically important for Russia. At the same time, it is critical to maintain broad involvement of private business in the agenda and tools of scientific and technological development.

In his speech, Alexey Kalinin noted the great attention to the industry from the state, development institutions and the financial sector. The result of competent actions was a rapid influx of monetary, production, and human capital into the industry.

“There is huge potential for growth, which is far from exhausted. Over the past three years, the industry has learned to replace complex foreign software, a production base has been created that can provide the country and friendly countries with single- and dual-processor servers, entry-level data storage systems, hardware and software systems, tablets, laptops, tonometers from the register of Russian radio-electronic products, and even base stations, which are produced in the Aquarius circuit.” The production of computer equipment and software is the foundation, the foundation of technological leadership and technological independence,” Alexey Kalinin noted.

The Chairman of the Board of Directors of Aquarius added that the development of domestic microelectronics and small-tonnage chemistry depends on the sales volumes of high-tech equipment and software. This sector is also among the priorities of the state’s technological development: “The development of small-tonnage chemistry is necessary for the manufacture of printed circuit boards, the basis of any electronic product. With the support of the Ministry of Industry and Trade and the Government of the Moscow Region, my colleagues from the Rosatom State Corporation and I plan to invest billions of rubles in their production.”

“We propose introducing a ban on parallel imports, introducing direct bans on the purchase of non-registered products instead of the existing restrictions for subjects of Federal Law-44 and Federal Law-223. Our industry will be able to reinvest the income received from expanding the domestic market into its own development, and we are ready to take on this obligation,” Alexey Kalinin concluded his report.

Maxim Reshetnikov, Minister of Economic Development of the Russian Federation, supported this proposal and promised to consider appropriate support measures jointly with the Ministry of Industry and Trade of Russia.
