Users of the electronic trading platform (ETP) for the purchase and sale of secondary material resources, created by the Russian Environmental Operator (REO), will be able to conduct secure transactions: a special Sber module has appeared on the platform. The partners presented the new service at the session "Electronic Trading Platform — a Unified Digital Portal for Waste Transactions" of the Russian Environmental Forum.
The mechanism works as follows: to conduct a secure transaction, a bidder sends a proposal to the organizer, who selects the winner. Then, the organizer and the winner of the auction sign a transaction protocol, and the buyer's funds are frozen in the operator's nominal account. A transaction agreement is formed, which is signed by the buyer and the seller. After fulfilling the terms of the agreement, the contractor attaches the supporting documents to the transaction, the customer confirms them, and then the money is transferred to the contractor's current account.

"Sber's technologies ensure the security of transactions in many areas, and such an important industry as waste recycling is no exception. We have integrated the "Safe Transaction" mechanism into the ETP to eliminate the risks of unfair behavior by counterparties. I think such practices should be implemented everywhere, because they greatly increase the trust of market participants in each other, minimize fraud, and generally move the entire market forward."

"REO and Sber have prepared a joint project "Safe Transaction" for ETP users, which makes the process of buying and selling lots convenient and safe. The service works similarly to escrow accounts, where funds are stored in the bank until obligations are fulfilled. Any verified participant can receive this service on our platform after filling out a questionnaire in their personal account. The ETP was created to form a circular economy and already has about 2,000 active market participants."
The electronic trading platform helps sellers and buyers of secondary resources and recycled materials find each other. It allows trading in all types of secondary resources and recycled materials, conducting open and closed auctions, using banking, insurance, and logistics services when making transactions, and placing orders for the fulfillment of extended producer responsibility (EPR). All transaction participants undergo verification. The platform is relevant for manufacturers and importers, recyclers, waste management operators, collectors, consumers of recycled materials, and equipment manufacturers. The ETP was developed by REO in 2022 under the federal project "Circular Economy".
The Russian Environmental Forum (REF) is the largest industry event, which since 2021 has brought together the main players in the field of municipal solid waste (MSW) management: representatives of the state apparatus, industry experts, and entrepreneurs.
The key speakers of the 2023 forum, which takes place from October 8 to 11, are Deputy Prime Minister of the Russian Federation Victoria Abramchenko, Minister of Natural Resources and Ecology of the Russian Federation Alexander Kozlov, and General Director of PPK "Russian Environmental Operator" Denis Butsaev.
The main topics of the forum are extended producer responsibility (EPR) and new mechanisms for regulating the industry, investment projects, green financing, rule-making in the field of MSW management, digitalization of the industry, and building a circular economy.
